Emergency Flashers in the Rain?

As if I didn't have enough to be pissed off about already. What's up with the drivers who turn on their emergency flashers when driving in heavy rain? Are they telling me it's raining? I can see that already. Are they telling us that when they drive in the rain it's an emergency? If it is, then GET OFF THE ROAD!
