Why do they DO that?!!

I work for a university. The staff bathrooms have paper towels, but I have to use the student bathroom, because there isn't a staff bathroom on my floor, which only has those hands-dryers that never get your hands dry before they shut off. WHY CAN'T WE ALL HAVE PAPER TOWELS! WHY DO THEY DO THAT?!
